GHE was founded following the evaluation of the global withdrawal of OPV2 (the "switch"), one of the largest global public health interventions in history, impacting more than 155 countries. The evaluation ensured more stringent criteria for future withdrawal efforts.

Following the publication of the switch evaluation report, the evaluators (Drs Natalia Molodecky and Roland Sutter) recognised the need for high impact evaluations that lead to meaningful change of global health programs and interventions. To fill this gap, they created GHE.

When creating the structure of GHE, Drs Molodecky and Sutter recognised that one of the strengths of the switch evaluation, in addition to its rigorous methodology and innovative approach, was the support of a Sounding Board of experts. As a result, GHE's structure includes a Senior Advisory Group (SAG) of experts that review, provide insights, and endorse evaluation findings. GHE's SAG of experts include both permanent members and invited members based on topic or country.
